📚Latvian Language Courses for Ukrainian Civilians in Latvia
If you have been granted temporary protection in Latvia, you have the opportunity to learn the Latvian language free of charge. The courses are intended for both adults and children, and they are funded by the state. Studies must be completed by 01.11.2026.
📌Who can apply?
Ukrainian civilians who have been issued a temporary residence permit with the note “temporary protection in Latvia” by the Office of Citizenship and Migration Affairs can apply for Latvian language courses.
👉Are the courses free of charge?
Yes, the courses are completely free.
✍️How do the studies take place?
The studies can take place:
- in person,
- remotely,
- in a hybrid format.
For children under the age of 10, studies are conducted only in person.
⏱️How long do the courses last?
- Learning one language level can take up to 6 months.
- For adults, up to 160 academic hours are allocated for one level.
- For children, the number of hours may range from 70 to 160 academic hours.
👉What language levels can be learned?
The courses offer all Latvian proficiency levels: A1, A2, B1, B2, C1 and C2. The studies follow the curricula of the Latvian Language Agency.
Levels C1 and C2 can be learned if required for professional duties, upon presenting a certificate from the employer.
🧩How big are the groups?
- At levels A1–B2, groups usually consist of 8 to 15 participants.
- At levels C1–C2, groups may have up to 15 participants.
⚠️What should I know about attendance?
To receive a certificate of course completion, you must attend at least 80% of the study hours.
👉Is there an exam after the courses?
Yes, adults must take the state language proficiency exam after completing the course. It must be taken within 30 working days after the end of the course.
To continue studies at the next level, the exam for the previous level must be passed.
📝Can the same level be repeated?
No, within the state-funded program, each language level can be learned only once. This means the same level cannot be repeated with state funding.
If the exam is not passed or additional time for learning is required, repeated studies must be paid for personally.
⚠️When is participation in the program not possible?
State-funded Latvian language courses are not available if a person is already participating simultaneously in Latvian language courses organized by the State Employment Agency. Double funding is not allowed.
📌What needs to be done before starting the studies?
Before the start of studies, a written agreement must be signed with the educational institution. For children, the agreement is signed by a parent or legal guardian.
⚠️Important for parents
If the participant is a child, written parental consent is required for participation and data entry into the system. The studies must take place outside the child’s regular school schedule.
