Integration and Inclusion Agency’s Contribution to Supporting Newcomers in Latvia in 2025

In 2025, the Integration and Inclusion Agency for Newcomers in Latvia (the Agency) continued to serve as an essential support hub for third‑country nationals and recipients of international protection, providing accessible information, practical assistance, and emotional support all in one place. Special attention was given to Ukrainian civilians seeking safety and a fresh start in Latvia. The Agency offered help with everyday matters as well as integration into the labour market, education system, and local communities.

In 2025, a total of 8,662 individual consultations were provided, which is twice as many as in 2023, when 18,912 consultations were registered. Clients most frequently sought information on migration issues (32%), employment (11%), social services and support (8%), everyday matters (16%), healthcare (3%), housing (4%), and education (8%). Other topics accounted for 1%, while the Agency’s specialized services—legal assistance, psychological support, and Latvian language learning—made up 17% of all consultations.

 

Translation services remained crucial in the integration process: interpretation was provided to 951 clients, written translation to 689 clients, and 86 clients received legal consultations. Demand for psychological support and Latvian language learning continues to grow, highlighting the importance of these services in daily life and integration. In addition to individual support, the Agency organized information days and seminars where clients learned about life in Latvia, as well as community events that fostered mutual understanding between locals and newcomers. Digital accessibility was also improved by offering remote consultations, which is especially important in regional areas.

 

This year, a public information campaign was also carried out, aimed at promoting empathy towards newcomers in Latvia and raising awareness of the Agency’s services. The campaign featured six personal stories that highlighted the importance of learning Latvian, the challenges and ease of adapting to a new environment and culture, and how the Agency can support integration. The content is available on the Agency’s social media accounts on Facebook, Instagram, and TikTok @LiveLatviaLV.

 

To improve access to information about free Latvian language courses, the Agency also developed a new platform, “LearnLatvian,” available on the website www.livelatvia.lv. . Newcomers can easily find the nearest Latvian language learning location based on where they live. The platform also includes information about paid courses, free online learning materials, and language-learning tips.
