Free Latvian language courses available for Ukrainian civilians

Today, on March 6, the Society Integration Foundation (SIF) approved the results of the competition for the programme “Latvian Language Training for Ukrainian Civilians.” A total of 32 applications were approved, with overall funding of EUR 3,180,880. This year several changes have been introduced – for example, the number of study hours required to complete one proficiency level has been increased, and every adult learning Latvian at level A1 or higher will be required to take the state language proficiency exam at the State Education Development Agency (VIAA) to ensure the quality and long‑term sustainability of language skills.

The aim of the programme is to promote the use of the Latvian language among Ukrainian civilians, both children and adults, by providing high‑quality and accessible learning opportunities. Adults will be offered courses starting from the A1 proficiency level, with a total of 160 academic hours. For children, the study volume will range from 70 to 160 academic hours, and children under the age of 10 will attend classes only in person. All participants will be registered in the integration activities database maintained by SIF.

Lessons will take place in person, remotely, or in hybrid format, and service providers will supply all necessary learning materials free of charge. Classes will be held in groups of 8–15 participants to ensure high‑quality, targeted learning and practical language use. Ukrainian civilians may apply for courses at levels A1, A2, B1, B2, C1, and C2.

The target group of the competition is Ukrainian civilians, children and adults, who have been issued a temporary residence permit with a note on temporary protection in Latvia by the Office of Citizenship and Migration Affairs. Free Latvian language courses for Ukrainian civilians have been implemented since 2022. Last year (2025), 3,690 adults and 1,532 children applied for the courses, of whom 2,869 adults and 1,358 children completed the training.

We invite you to apply for Latvian language courses on the “LearnLatvian” platform, where, after entering your personal information, desired language level, and preferred learning format (in person or remote), the system will display all training centres offering suitable courses.

All project activities must be completed by November 1, 2026.

Learning Latvian is an important step toward full participation in society. We encourage you to apply for courses today!
